I did park in a excel parking car park and didn't pay

 

anything I can do other than pay?

ignore them until/unless you ever get a letter of claim.

 

totally ignore all the scam letters you will get from various debt collection agencies (a DCA)

 

a DCA is NOT A BAILIFF

and has

ZERO legal powers on ANY DEBT - no matter WHAT it's type

Out of time to create Keeper Liability, never appeal, never tell them you were driving and you're set if the fleecers try it on in court.

I've had a look on Google, and there is a pathetic amount of signs, obviously aimed at catching the motorist out (add this to the short stay of 11 minutes which is within the government CoP consideration + grace period guidelines, and the PCN being sent out too late to establish keeper liability).

 

Is this place local to you?  If so it would be a good idea to go back and take photos, get close ups of the signs and the ticket machine, as well as showing how the signs are viewed at a distance.

 

The other reason for photos is that Excel have a bigger, sister company - VCS.  There have been several court victories on CAG because the idiots put VCS signs in Excel car parks!!!  From what I can make out on Google these look like Excel signs, but they have been daft enough in the past to put the Excel logo and then write "You agree to enter a contract with Vehicle Control Services Ltd".

If Excel are out of time they were very wrong to persist with including keeper liability.

I didn't even think about it tbh as was a warden patrolled carpark previously and husband was in the car. No PCN on window.

And this is from a powerless DCA whom have ZERO legal powers and are not bailiffs.
