Dealing with this for a friend

after the usual plethora of begging letters they have received this,

is it a properly worded LBA or just another begging letter?

I don't think we've seen a letter like that before. 

But both of them are from Debt Recovery Plus. If they're acting in their normal capacity as debt collectors they have no reason to sue. That's for the PPC.

a DCA cannot send a PAPLOC on behalf of a client.

It is not a PAPLOC just a threatogram. As dx has said DCA's can't bring an action themselves but even if they could the letter from DR+ does not comply with the PAP for debt claims

In particular a compliant PAPLOC would have to include the information sheet and reply form in Annex 1 of the PAP (per paragraph 3.1 (c) of the PAP). It doesn't.

Thanks all, I thought it wasn't but best to check and that's what I've told them, the PAPLOC has to come from the PPC (Euro Car Parks in that case) so they can safely ignore anything from DR+

or a solicitor who states their client are EPC
