Yes so the truth is I was the driver and my mum was the registered keeper at the time of the parking notice at the university 

What do you advise?

So you need to make a decision, urgently, re your mum.  Unpalatable but you need to decide.

1.  Don't mention anything to the fleecers regarding the driver.  They don't know who the driver was, and haven't followed the law to transfer liability to the keeper, which is one of your aces.  However, your mum will continue to receive the threats and in the unlikely event that they do do court, it will be your mum in court.

2.  Your mum writes to the fleecers and names you as the driver.  That will be her out of the loop.  But then the driver will be outed to the fleecers and your ace above thrown away.

There is no half-way house here and no more time to decide.  You should have dealt with this aspect months ago instead of being so secretive.  Make your mind up time.  Tick, tock.

You will shortly have to complete a Witness Statement. On that you explain that as the PCN was sent out of time the keeper cannot be held liable to pay the charge. Only the driver is now liable and they do not know who the driver is  so they should not even take her to court let alone have a chance of winning.

 

I haven't seen whether your Mother is disabled or not and if she has a blue badge.

Was she with you at the university that day?

I ended up paying the thieves £90, so the matter is finally closed
