Parking fine for not displaying a ticket when ticket was on display - help?

I parked correctly in a street bay in the local High Street, paid my £2 for 2 hours parking and put my ticket on my dashboard.

 

Came out of the first shop ten minutes later to find a yellow penalty notice on my windscreen. For "not displaying valid ticket"

 

Well the ticket was still on the dashboard but due to the hot day I'd left my window slightly open

and I can only think some air had blown the ticket up slightly so it was leaning slightly forward.

 

Can I appeal this? I've never had a ticket in my life but this feels so unfair.

you should be able to appeal, write in and explain what happened and send a copy of the ticket in, as you say it was issued whilst parked in local high street, I take it the PCN was issued by the local authority.

the issuing CEO should have a copy of the ticket number from the back of the ticket and also photos showing the upside down ticket should also be available

only send photocopy of ticket, not the actual item. You may need this for any hard appeal if your soft appeal is unsuccessful.

the CEO should have taken photos of your dashboard showing either the unreadable ticket or the PCN applied to your vehicle as proof of offence/service
