So even if you live hundreds of miles away, you have to apply to PATAS and go down to London? I would be surprised if that is the case, but I don't know.
PATAS deal with appeals for contraventions in all London boroughs regardless where the driver lives. The alternative to travelling to Islington for a personal hearing is to opt for a postal hearing.

did not mention the building number as i had already posted the letter.

the cctv was a camera held by someone in a car behind me in the passengers seat by the look of the photos.

I will read the form to see if you can appeal by post otherwise i might aswell pay it as i am not going to London = cost of fuel , parking etc

Being bl***y awkward as I am (and I have done this kind of thing before successfully) I would write back yet again and say that I do intend to appeal to PATAS and I would like the CCTV footage, and I would also like them to explain to me how I am supposed to check parking restrictions on a post on the side of the road without stopping. Are they suggesting I should drive my car without looking forward and looking to the side? I would say that surely this would be a dangerous way to drive. Are they saying that this is the correct way to check parking signs? Tell them their response will be included in the appeal to PATAS.

 

This might not be the way you are supposed to do it, I appreciate. I am only saying what has worked for me by which I mean continuing to argue even when they've told me I can't.

Why? What's wrong with a postal hearing?

 

Because you have a better chance to explain yourself if you can appear personally, and the cost of travel will probably put people off.

 

If they have any questions you are there to answer them at a personal hearing. I doubt if they go into extended correspondence on small points if you aren't there.

just been looking into the use of cameras for enforcement, they should only be used if its not practical to use wardens.

this was a high st area with wardens present as i saw them when i found a valid bay to park in around the corner.

Also it says that signs should be displayed indicating the use of cameras , not sure if there was any, does anyone live around the wimbledon area and know if there is signage on the village high st

You can stop to read the signs but the Council are not going to tell you that which is another reason to contest the PCN at PATAS the fact that they have put the wrong location only adds to your appeal. I would also add the camera evidence is defective as it has two times on it the tenths of a second is different making the evidence unreliable.

This is Wimbledon village, I appealed on the basis you need to get out of the vehicle first to see the signs, I am in the drivers seat in the pictures.

They rejected it saying its the vehicle they are intrested in and not the driver which they did not see come out

They didn't see you come out because they, apparently, only filmed you for two minutes or less because the parking ticket only refers to parking there for two minutes.

yes if you could check as its another thing to add

 

so far my objections are:-

1) time index on screen does not match picture

2) The Secretary of State recommends that approved devices are used only where

enforcement is difficult or sensitive and CEO enforcement is not practical. CCTV

should therefore only be used :

• In areas of low compliance

• For situations impractical to serve a PCN on foot eg. No stopping restrictions

• In areas patrolling on foot may endanger the H&S of staff in this case a warden should only be used

3)CCTV should only be used when a regulation 9 PCN cannot be safely or practically

served, not out of convenience.

CCTV must NOT be used in permit or Pay and Display bays

where i had stopped these were pay and display bays all be it only at certain times of the day

4) location is wrong , shop number and general discription

5) my main point once i had got out and read the pay and display sign i moved,if a warden had approached they would ask you to move as per there guidlines

extra info the pictures also show a sign as required by there guidlines stating the parking hours, this cannot be read in the
