I think your problem lies with the vendor not the estate agent.

Did the agents give any reason why they did not give you the keys/fobs

When you viewed the flat I pressume access was not a problem so the fobs were available! Also was the gas meter in the property then.

The vendor has to fill out a form to send to your solicitor giving details of services etc. Did they check this!

I would write to vendors solicitor asking for compensation or you take them to small claims court! your solicitor can advise.

Firstly if you are having so much trouble with your conveying solicitor I would suggest that you change your conveyancing firm. A good conveyancing firm having a lot of experience in legal matters like these should be able to solve the problem with much delay. As for the keyfobs and gas meter, you might be able to take action against the seller, ask your conveyancing solicitors advice on this.
