Actually dx it does. It says they are instructed to start court proceedings within 7 days

Doesnt have to though. The wording is pretty succinct which is pretty rare as almost all others say MAY start procedings. Whilst you could be right on this, it may be prudent for the OP to be ready incase it does happen.

I think I need to get legal advice.

 

Saying "will" or "may" doesn't help me. Pay or not pay?

You don't owe them anything.

Once you get an actual claim form from the court, the team will help you with writing your defence.

 

The parking companies lose pretty much all defended cases, but 85% of people don't bother to defend and just pay because they get scared.

 

The fact is, as ericsbrother has already pointed out, their signage isn't good enough to form a contract that a court would consider valid and enforceable.
