Many posters here will be aware of or experienced firsthand the distressing problems caused by not receiving or late delivery of pcns/letters from PPCs.

This longstanding mail delivery problem is clearly not something the PPCs and two ATAs want to investigate or action by implementing one of the known measures available to correct it.

The DLUHC are currently addressing what they describe as "market failure" of the private parking industry. Whilst the PPCs mail delivery problem has been highlighted to this gov dept by myself and I believe others in our parking consultation responses we need to continue to press the gov to address it. A petition with lots of signings is another way to achieve this.

sort of already in POFA2012.....NTD,PCN NTK must all be within certain time limits 

petition is a waste of time 

if councils arent compelled to do so 

the PPC's wont be either

and they

are NOT and can NEVER  be BAILIFFS. even if a debt has been to court..

If everyone stopped blindly paying DCA's Tomorrow, their industry would collapse overnight...

Seems in your opinion we just have to accept this.

You may view that petition as a waste of time but this problem wastes motorists time. They are forced to find time to challenge/complain (if they have the ability/tools to do so) a pcn not received or delivered outwith the specified time limits to a number of services...PPC, appeals service, debt agency, court, ATA, DVLA, supervisory bodies and MP.

PPCs review sites are littered with people saying first letter received states charge now due is £170 as earlier offers of £60/£100 were not replied to or paid.

Petitions can influence if supported... Paula Vennells only offered to return her CBE after 1.2 million people signed a petition saying she should be stripped of it.

I signed the petition immediately as you had put a link - but I think realistically dx is right about the odds of it having any effect. 

Unfortunately the bloodsucking PPCs keep wheedling out of being regulated.

We could do with some help from you.

Like dx your negativity towards the petition is disappointing but your signing FTMDave is appreciated and I thank you.

I applaud the work of parking forums but do feel to stop PPCs wheedling out of being effectively regulated an increased number of voices persistently shouting in gov's direction about PPCs poor practices is needed.

I applaud your own enthusiasm over this very singular aspect of PPC practices.

However, there is already provision for late delivery problems... "Proof Of Posting".

In our experience, it seems that the PPC's do not actually obtain POP. If they can't produce that as evidence, it totally undermines their claims to have sent any paperwork.

The Government are already well aware of the predatory practices of PPC's and are addressing the problems.

When this code of practice comes in, it will severely clip the wings of the PPC's.

It's just taking time for the Parliamentary wheels to grind around is all.

I'd prefer a signature for this petition (which isn't mine) instead of your applause.

Thanks for the link but I'm already aware of latest gov developments...read and responded to the July consultation.

It wasn't only a singular aspect of PPC's practice I evidenced in my response. There were many and some assumptions in the attached 90 page draft Impact Assessment were incorrect and challenged. Surprised to learn it only costs £8.42 for PPC to issue a pcn.

And last wk I submitted more written evidence of PPC's practice to the Justice Committee's inquiry.

It's all very well you saying this forum knows about proof of posting but what about the people who don't know. Not everyone has the capability or tools to enable them to seek out accurate information to refute what the industry tells them...pcn/letters were sent you need to prove you didn't receive them.

I'm convinced if the industry had to retain/provide evidence they sent pcns and letters the number stating these were not received would dramatically drop.

It's crucial an effective service is put in place to monitor/enforce compliance with the new CoP as the code document on it's own won't clip the PPCs wings.

I signed your petition as I think that theses rogues should be tied down as much as possible. The existing regulations are nowhere near tight enough for them.

have you any idea what the total number who have signed the petition amount to?

Your question surprises me. When you signed did you not see on the petition page the present number of signatures is shown directly below the statement 'Sign this petition'

After you click/tap to confirm your email address you see the number of signatures move up by one. Tap 'show on map' brings up a uk map. Tap on each coloured region to see number signings in that area.

Anyone can check total and by region the number of petition signatures...
go to gov uk petitions
search private parking or petition title in open petitions.
