Can an Appeals Tribunal, if it is made aware of illegal acts perpetrated by the DWP, recommend prosecution of those individuals concerned

To elaborate, it is not the function of an HMCTS Tribunal to "recommend" prosecution of named individuals at the DWP. If those individuals are doing something obviously criminal, then that needs to be reported to the police. If they're following DWP policy but that policy breaks the law, then the appropriate recourse is judicial review.
