Using that logic every criminal should plead not guilty! The reason half win is largely down to the fact that mainly only those that have grounds to appeal actually appeal. if you park in a car park and come back half an hour late because you lost track of the time why should public money be wasted listening to an appeal? What would you prefer, Council funds to be spent on teaching your child or Council funds to be spent dealing with an appeal against a PCN for the parent who thinks dropping their child off on the School zig zags because they overslept is a valid excuse?

It is very naive to think that somehow it is going to be in the public interest to follow your advice, where do you think the money is going to come from to deal with these frivilous challenges?
