Parking Meter not working, paid later in day, now have TE3 form?

Hi all.

Summary:

3rd June - tried repeatedly to pay parking meter machine by contactless but it seemed stuck at the same point every time I tried it - took video of the problem.

Daughter was desperate for toilet so rushed her to the local toilets, came back and paid at a different meter but this was obviously later.

Last week received a TE3 form, attached as redacted PDF.

Is it worth reasoning with the council on this one, ie - explaining what happened?

IMHO, yes I would contact the council regarding the meter not working.

Especially as you have footage of it not working correctly.

Who ever heard of someone getting a job at the Jobcentre? The unemployed are sent there as penance for their sins, not to help them find work!

Not unless you want bailiffs on your doorstep.

You appear to be at Order for Recovery stage which means you should have received at least two other documents, a Notice to Owner and a Charge Certificate. Did you receive these? If so, what did you do with them?

If you didn't receive a Notice to Owner, is your vehicle registration document up to date with your correct address? If so, is there a reason why you might not have received this?

To challenge this now you need to revert it to an earlier stage of the process. To do this you would need to make a witness statement, the grounds for which are set out on the form TE9.

Do not be tempted to tell any porkies if you do this. You could end up in prison if you do so!

To be clear, you CANNOT at this stage challenge this with the council.

Follow the process!

They are simply saying that if you have any questions about the penalty charge, i.e. what it was for, when, where etc, then you need to ask the local authority not them.

TEC themselves do not have these details, nor do they have any interest in them.

DCA's view debtors as suckers, marks and mugs

NO DCA has ANY legal powers whatsoever on ANY debt no matter what it's Type

and they

are NOT and can NEVER  be BAILIFFS. even if a debt has been to court..

If everyone stopped blindly paying DCA's Tomorrow, their industry would collapse overnight...
