So can they give DVLA a name and ask if they own a car? or can they just check on reg no's? I theory if this is the case they may have to check on every car in the street. Do they have to pay DVLA for the checks?

 

The registration of the car would be noted and a request to the DVLA would be submitted. After reading some info on the DVLA site, a business is required to pay a fee of around £3,000 and then around £2.50 per vehicle check.
