No it isn't set at any particular value.

The energy price cap guarantee determines that consumers should not pay more than (currently) £2,500 pa for what is termed "typical" use. This is 12,000kWh of gas and 2,900kWh of electricity. How the cap is implemented (i.e. the balance between unit cost and daily charge) is up to individual suppliers. The cap only applies to those on the supplier's standard variable tariff.

Are you on economy 7?  I'm stuck with it and being charged the same as you.  The night rate is considerably less but I have little chance to load shift so suffering.  I use much less electricity than the 'typical' household but still have higher bills.
