If you are the new owner or tenant, there is not much you can do. Generally thsi only happens with commercial properties and not doemstic as they normally roll them over for another year. BGAS love charging out of contract rates.

The way around this to find out if the supplier has better rates, i.e. use Uswitch or Energyhelpline and then negotiate with them stating that you are prepared to sign a contract with them if they backdate the rates to when you took possession of the property. keep the contract as short as possible, i.e. 1 year. If they don't want to do this, then switch suppliers as you do not want to be dealing with those bozos.
