It means nothing.

All that has been decided is that the OFT have the authority to decide on the "fairness".

Expect a fudge and that the OFT will say that bank charges excess of £12 will be automatically unfair as for credit cards and that we will all be paying £5 - £10 a month for our current accounts within 2 years.

I would think that any charges in excess of £12 will be declared as unfair and anyone will be able to make a claim. It is dependant on the OFT at present if I have understood the news correclty

The cost of sending an automated letter for going a few quid overdrawn is in no way comparable to seeking damages for breach of a parking contract.
