The new  Private Parking iCode of Practice being brought out by the Government has this to say about altering photographic evidence  It  is difficult in your case to tell what the times in black may be covering.

7.4 Alteration of photographic evidence

Parking operators must not digitally or by other means alter images used as photographic evidence other than:

a) to blur faces or the VRMs of other vehicles in the image in accordance with their GDPR obligations; or

b) to enhance the image of the VRM for clarity, but not to alter the letters and numbers displayed.

PPC's are prohibited from passing Keeper details on to Debt Buyer's if they did they would breach the KADOE Contact with DVLA and also breach a Keeper's GDPR.  If it was permissible likely Lowell's would be flooding the courts with claims for parking debt they had bought for 10p in the pound.

The pictures are not the best as my phones old, there are more signs being put up this week, the lady in greggs said they have been and put more up at the rear of every business and garden opposite.

Well done on the photos.

 

Keep a list of the signs and when they were put up, because if this does end up in court you can be sure they will lie and say all the signs were there at the start.

 

The government Code of Practice (section 3.4) states -


Where there is any material change to any pre-existing terms and conditions that would not be immediately apparent to a driver entering controlled land that is or has been open for public parking, the parking operator must place additional (temporary) notices at the site entrance for a period of not less than 4 months from the date of the change making it clear that new terms and conditions/charges apply, such that regular visitors who might be familiar with the old terms do
not inadvertently incur parking charges
