Can anyone help. I was supposed to nbe with Manweb for Gas and electricity but they didnt bill me for electricity for 3 years. I now have an electricity bill of £2000 and they want me to pay it back now over 3 years. I now have to pay £206 per month £146 for gas and electricy usage and £50 for arrears.

I'd look at it like this. First of all if this is energy you used, then you will have to pay for it. Presumably you were aware that you weren't being billed for your usage? However, it is clearly their mistake that they have not billed you until now, and therefore although you do have to pay them back for the arrears it should be on your terms. Work out what you can afford and write to them stating that as these arrears are due to an error on their part, and through no fault of your own as you have never refused payment, that you are offering to pay £xx per month until it is cleared, with no interest or penalties on the outstanding amount.

If you have not been billed for 3 years, then you do not have to pay for the first year, this is law. So if they have a correct read from 3 years ago and a correct read from today they have to knock a third off and allow you to pay the arrears off over 2 years. Yes it is for electric you have used and you should have been aware they have not billed you but they have broke their terms and conditions and the law according to the code for accurate bills set by the energy retail association. From July 2007 this will drop to one year but you have missed this now you have a bill.

This is before any goodwill payment for their mistakes.
