2005 CTAX Liability order for old pub we run can the council still enforce this?

Can anyone offer help on my friends situation,

 

They have been issued with a bill for £700 on I think its council tax on a pub they used to run over 10 years ago, The council state they put a liability order in 2005 can they still collect this money or are they out of time.

No these types of debts are never out of time, they dont become statute barred.

If its a liability order then its been processed by the court and next step will be instructing bailiffs to collect.

 

May be too late now to challenge the validity if the LO was 11 yrs ago.

 

Only possible hope may be if the debt was in business name but if its personally addressed i woukd suggest its probably best to make arrangements with the council before bailliffs become involved which will only exacerbate the situation.
