LDK speculative invoice- Help?

Hello,

 

I left my car in a barriered parking with signs saying 50p per weekend and with the barriers open next to a restaurant we were dining. Only to realize that after I had dinner and therefore got a beatiful penalty fine by LDK. Now I was goingto pay the fine online and after putting all the details I was refused to pay. I also came across some conversations on this forum about LDK and how they are not entitled to put fines on you, so now I'm a bit reluctant to pay... anyone can enlight me on this? Should I pass entirely? and let the process flow till the end and ignore all threats and nasty letters like the other people?

It does not matter whether is public or private land?... i do not have the envelope (threw it away) but it was just like a proper parking penalty, all I have is the paper inside it saying Parking Charge, does that change anything?

are the ones that say [AND ONLY]

 

PENALTY CHARGE NOTICE

 

any other are not council/police

so are PPC speculative invoices

if you look it does NOT say FINE anywhere on it

 

nor JUST those three words
