My son and I had collected a repaired TV set from a friend and wanted to return it to its owner. We parked outside the property, unloaded the TV from the car and took it into the owners house. We then took the protective bubble wrap of and set the TV in the desired position, checked it was working and left the property.

The vehicle was on a single yellow line and we were there when there was a restriction in place.

On reurning to our car we found we had a PCN stating we had been seen for 8 minutes.

On checking various websites various Local Authorities seem to grant a period of up to 20 minutes for the loading and unloading of a vehicle, we were there 10-12 minutes.

I appealed with photographic evidence to show the driveway of the property was already full.

I sopke to the Parking Services Department today - their protocol is that they only allow 5 minutes for the loading or unloading of goods, however there was nothing on the signage to suggest this, nor anything on their website. How can different London Boroughs have different time allawances for loading and unloading?

Is there any hard and fast rule?

 

THe Local Authority state the the Parking Attendant saw no sign of us unloading - well he wouldnt if he turned up and saw the "parked" vehicle after we had the TV set on the owners property.

 

Any advice or assistance would be greatly appreciated.

20 mins is generally allowed and whilst loading/unloading does not have to be continuous (despite what some councils maintain), it is unreasonable to expect a CEO to wait 20 minutes every time just to ensure no loading is taking place. Some councils will issue a ticket immediately
