if you don't pay your council tax (refuse) the COUNCIL can apply to court for an arrest warrant

phone e-mail the council and ask them why your account with rossendales has arrest warrant showing on your account and not liability order

tell them that

THE NATIONAL STANDARDS FOR ENFORCEMENT AGENTS

says bailiffs must not use misleading information

This is a scare tactic. A Liability Order for unapid council tax is issued in the Magistrates Court hence the reference to the court.

I would personally suggest a complaint to Rossendales on the wording of this.
