Joseph is correct. If your tenancy expires and you have told the landlord that you are moving out, he has no right to withhold your deposit for any other reasons then to recoup his losses which you may have caused by damage, disrepair, unpaid rent or utility bills. Therefore, it would be highly unusual for the landlord to even promise a full return of the deposit even before the tenancy has finished. The landlord should carry out the exit inventory in your presence, he then has 28 days (it's not law, just a good practice) to check for any other liabilities and then he should decide whether to return the deposit in full or not.
