Delaying the ID will delay the start date of the CCA request and affect when their time to action the request runs out.

No, it doesn't. It has no effect whatever. The time starts running when they receive (or have been deemed to receive) the demand. Anything they do to delay this is ineffective. It's not a request under the DPA, so they are not bound by it. In anycase, they were certain sure of your identity when they demanded payment, so they can't pull this old chestnut
