My partner has received a letter from the Department of Working Pensions in relation to a social fund loan he had many years ago. One in 1997 and one in 1999. They want £167 paid back. The reason for them wanting the sum back is apparently he was not entitiled to receive the money.

Firstly can they do this? Can a government debt be statute barred?

Any thoughts on how to deal with this would be great.
