Yes, it circles the entire carpark and the 'fire escape' object in the background is just one of many walkways that links 2 carparks. It's not closed in.

I left the ad on the left wondering just how big can a man get, I've seen xxl and maybe xxxl but how many x's is that :)

Mmm, it does look like a service road to me. But in any event, if the car was not able to enter the carpark then I would of thought that they should of used a different vehicle if the 'duty' that it was being used for was not for enforcement.

 

I'm not many x's less than on that sign Lol! :lol:

'Shock horror Council vehicle parked legally'.......there cannot be much news in Plymouth??

 

Does that mean that it is ok for driver to abuse his status? I recall someone posting about a similar thing in Westminster!

I don't see how he can be abusing his status by carrying out Council duties in a Council car its not a criminal offence its a civil contravention. The driver cannot abuse his status in someone elses car the Council is the registered keeper and is liable for any penalty so if it makes you happy maybe you could ask them to write themselves a cheque for £50.

Of course not, they should appeal and take it all the way to PATAS, ensuring they send 2 members of staff to the appeal so that one can sit each side of the appeals desk. :-D

But the local authority has said that under the Road Traffic Regulation Act, the enforcement vehicle does not have to abide by parking restrictions.

 

seems like it.
