Hi all

I was issued a PCN by the council despite clearly displaying a valid permit. The traffic warden took pictures of my vehicle in such a way as to obscure the permit, ie by stepping down a bank and taking the picture just above bumper level! I have put in an informal appeal but this has been declined. Could someone please offer me advice on how to word my formal appeal or other ways forward. Please find attached copies of letters and images related to this case. I have felt like taking this to the local media but have held back just in case it prejudices the outcome of further appeals.

Informal appeal letter sent:

"Dear Sir/Madam

I wish to appeal against the PCN as my vehicle was clearly displaying a valid parking permit on the dashboard. The photograph of the vehicle presented as evidence by the Civil Enforcement Officer was taken at some distance out of the car park on the pavement and down a steep bank, at least 1 metre lower than the surface of the car park causing the pass to be obscured because of the angle of view. If the photograph had been taken on the same level as the parked vehicle it could have been seen clearly.

As evidence in support of my appeal, I have included:

1/ A letter from the Plymouth School of Creative Arts, confirming their agreement with the Pavilions to allow parents to park in the car park whilst dropping off their children and confirmation of my entitlement to park.

2/ Image One: Taken by the CEO which I have highlighted the parking permit on the dashboard.

3/ Image Two: Taken by myself, the view level with the windscreen, in which the permit can be clearly seen.
