fuelled from my sucess with HSBC I noticed that Capital One had charged me £12 for paying my cc bill £16 short of the minimum payment (I have now paid up on this). I wrote to capital one requesting the charge be refunded. They have sent me a long letter about how their charges have reduced from £20 to £12 and are fair and that they wont refund the £12 charge. What should I do next? Should I issue a letter before action still? And if I do what do I say in response to them saying that I agreed to charges when opening the account?

Any advice appreciated

Thank you
