Can I withold payments to

 

1.) those that have failed to comply to my Data Protection Act request ?

 

2.) those that have failed to comply with a cca request (after the 12 days)

 

3.) those who have had letters disputing the ammount of the debt but have failed to respond ?

 

 

looking to reduce a relatives monthly payments until charges issues have been resovled

I dont think you can lawfully for failure to comply with the Data Protection Act, the remdey is to complain to the Information Commissioners Office or take then to court.

 

Re the other two im no expert and could suggest that you do a search I know there are timeframes involved which imply that you can legally refuse payment until they comply with the CCA request of a copy of the agreement.

 

 

When disputing bank accounts and i suspect many other debts that withholding the fees is a legitiamte strategy. Of course you may end up with a load of greif but id do some reading in the legalities thread because thats where a lot of CCA 'action' takes place.

To this one I think you can but it is 12 working days very big discussion on this in the legalities forum on the site but as glen says only till they provide it
