The above (about the requirement to surrender the licence) is correct.

But of course before saying what "the best course of action" now is, it would help a bit if we knew what the "letter" was.

 

Is it a Notice of Intended Prosecution?

A "Section 172" request for driver's details?

A conditional offer of a Fixed Penalty?

A single Justice Procedure Notice? Who was it from?

What does it say?

All we know is that it is a "letter for speeding a few weeks ago".

Yes, must open eyes. (It's being locked up. That's my excuse).  😪

 

Straightforward, then. The OP's mate must send £100 and his licence pronto.

 

The conditions are that he must have no more than eight currently active points on his licence (though normally the offer would not have been made if he had), pay the £100 and submit his licence by the due date.

 

Failure to do so will see him face court action (in the form of a Single Justice Procedure Notice) of which he will be notified, probably towards the end of August.

 

If he does so too late the £100 and his licence will be returned to him and the court action (as above) will follow.

 

I doubt at the moment that they will mind if it is a day or two late, but I wouldn't risk it nonetheless.

Interestingly (to me, but probably nobody else) I lived about half a mile from the location of the alleged offence for 24 years.
