oh gee... is there no end to this... parked in legal motorbike bay, paid by phone returned to find PCN. appealed online. didn't receive rejection of appeal just a Notice to Owner penalty of £80. phoned Westminster explained.. said appeal rejection send by post (not received) as payment received 37mins after PCN issued? eh? to cut it short after more online appeals (ignored) and emails (ignored) am basically only getting automated responses and computerised messages so its harrassment by machines. Penalty now at £120 FINAL NOTICE dated 16 May received today 20 May from Philips Debt Recovery who have been sending predated letters, sending repeated computerised sms to my private landline (not disclosed by myself) as late as 10pm. no envelope postmark and have been told i can do nothing but wait like a sitting duck till 2nd june for order of recovery (when the charge will be increased to £180.
