  1. Have you not been reading in the Chad about Excel Parking and their behaviour in Mansfield this year? Only this week the Chad reported that the DVLA have launched an investigation into Excel Parking and had locked out their access to DVLA records. http://www.chad.co.uk/news/Parking-firm-facing-DVLA-investigation.3191560.jp Excel can only find out who you are by obtaining your details from the DVLA. Given that their administration at the best of times is dire you might even find that you won't hear from them again at all given what is happening to them at the moment. Definately do not contact them as all this will do is provide them with your name and address so they can threaten you with court proceedings and Bailiff enforcement (which they never actually do). These tickets from Excel Parking are completely unenforceable (even Trading Standards advises this).
  2. Looking at your ticket is says "time seen 10.00" and "time of issue 12.15"! Like you I recently had an invoice (it isn't a fine or ticket) from Excel Parking for being a few minutes late in a 2 hour free car park. They are completely unenforceable (Trading Standards told me this) and their tactics are to threaten court proceedings to the lay person who doesn't understand the legal process. I have yet to hear of anyone who Excel have taken to court and actually won! You may be aware that from October this year all private companies have to be regulated. One of the points they will have to adhere to is that no fines can be issued for overstays of less than 10 minutes. They won't issue proceedings against you (although they will repeatedly threaten to). Tell them you have no liability and to either issue proceedings in the next 14 days or stop harassing you. I did this months ago and have heard nothing since. DEFINATELY DO NOT PAY IT!
  3. Hi natmax Private Parking Companies are not regulated which is why they can get away with behaving this way. You can report them to the British Parking Association but they say they will only take action if they get a lot of complaints about the same company. You can also report them to Trading Standards as they are not behaving fairly and are misleading you for the sole purpose of intimidating you into paying. With regard to court proceedings and bailiffs again take their threats with a pinch of salt. All Hunter Forrest & Co can do is repeatedly demand payment for an unsubstantiated claim. The only person who can enforce the payment is a Judge and for this to happen UKPC would firstly have to issue county court proceedings against you and subsequently win their case (unlikely given what you have posted here). If they did this and won, the court would make an order requiring you to pay them within 14 days. If you did not pay this Court Order then UKPC would have to go back to the Court and apply for Judgment (CCJ). If you ignored this and still didn't pay then UKPC would have to apply for a Warrant of Execution. This is the only way a Bailiff could be instructed. One way of ending this saga is to write to Hunter Forrest & Co one final time repeating your stance and telling them either to issue proceedings in the next 14 days or stop harassing you as further demands for payment will be treated as harrassment and reported to the police.
  4. Their appeals procedure is a joke. They basically decide whether or not you should pay their fine and you can guess what the result will be! If you ignore it you will get a Notice to Owner which will increase their so called fine and comes with threats of court proceedings and Bailiffs being instructed. They do this to intimidate you into paying them. Personally I would reply to Excel setting out your case and if possible provide them a letter from the University. This way if the matter does go further it can be seen that you are being reasonable whereas they are not. If they then send you further letters/notices demanding payment, write to them one last time telling them to issue proceedings or stop harassing you.
  5. If it's not a pay and display car park then how on earth can they issue a ticket for not having displayed a ticket! DON'T PAY THEM!
  6. I wouldn't bother appealing - this company although called Vehicle Control Services actually has the same address and telephone number as Excel Parking. Read the other threads on Excel Parking and also have a look at what roadsidelawyer.co.uk say about them. Your ticket states your offence is for not having "displayed a ticket". Is this a pay and display car park and if so are there clear signs saying this? Vehicle Control Services are a private company and the only way of enforcing payment is by issuing a claim in the County Court. They would have to prove that you committed an offence in order to win their case. Is it possible for you to get a letter from the University which confirms what you were told about being able to park there to drop off assignments. If you can then I would send a copy of this to Excel and tell them that you have no liability. Good luck - don't pay them, don't let their threats intimidate you and certainly don't ring their premium rate number!

To stop the debt collectors lettes write to the debt collectors and Excel repeating what you have already told them and tell them to either issue court proceedings against you (as they keep threatening) or stop contacting you. If they contact you again with another demand for payment you can report them to the police for harassment.
  8. I came across this forum whilst searching for Excel Parking Services. I too received one of their £100 penalty notices in January for "overparking" in Mansfield. Just wondered if anyone has heard from Excel. Are they continuing to threaten you with court action, has anyone actually had court proceedings issued or is it as everyone states just empty threats to intimidate you into paying? Excel have just informed me that me "appeal" has failed (I didn't appeal I just told them that I wasn't there when they claim, provided evidence and told them I had no liability). I have now received a "final demand" and they say they WILL issues court proceedings. Lets see what happens!
