Claimed £1500 from Halifax. Recieved letter offering £120!!. No Deal.

I am talking about Scottish law here, so apologies to rest of UK. I recently had a sheriff officer (bailiff) come to my house for council tax arrears. He told me that they cannot take anything in the house no matter who it belongs to. Seemingly there was a law a year or so ago that prevents them doing so. Again I am not sure about rest of UK. The only item he said he could take was my car (valued at £250). I still have my car and heard no more .....yet.
