on returning to my car on Sunday 12/10/2008 i was shocked to find a penalty charge notice (PCN) on my car given to me by a cilil enforcemnet officer of the Wirral borough. At the time of parking my car i was unaware that i was in a pay and display area, on checking at that stage (after i had noticed my pcn) i noticed a sign some 30 to 40 paces past my parked car, at the edge of the road at the opposite end of the parking area,as the parking area became a double yellow lined area. the sign stated the restriction and time of restricted parking. i have challanged this PCN but got a letter today giving me 14 days notice to pay the fine with 50% discount, or 28 days to pay the whole fine, anyone got any advice?
