  1. Hi all, To cut a long story short Southwark issued a PCN to me for allegedly entering a box junction. I still deny that too. The PCN was issued wrongly on 2 counts. 1 - It only allowed 14 days for reduced early payment - this should have been 21 days because it was a CCTV PCN (code J after the 31 indicates this) as stated on their own website and many others too. 2 - They had their sums ALL wrong. I wrote the following to them regarding this error The Penalty Charge amounts payable are incorrect. You state “If full payment or a Representation has not been made before the end of the period of 28 days beginning with the date of this notice the Penalty Charge may be increased by 50% to £180” For this figure to be correct the original Penalty Charge would have to be £120 and the reduced rate if paid before the end of the period of 14 days beginning the date of this notice would be £60. You state The Penalty Charge payable is £130 and the Reduced Charge Payable is £65 I have asked them for a freedom of information request detailing how many PCN's were issued with either of these errors on. They have not responded to this request (as yet) However I took this matter all the way to PATAS and have today received a judgement. I won and the Adjudicators reasons are as follows "The authority failed to produce a copy of the PCN. Without a copy of the PCN there is no evidence that a contravention occurred. I must therefore allow this appeal without consideration of any of the issues raised by either party. " A real cop out on there behalf - they have got it wrong and they know it and have had it wrong for who knows how long (I'll let you all know if they ever answer my Freedom of information request). See the attached PCN for errors I've highlighted. I hope this helps someone - they will always turn down your first representation. Just stick with it if they have made the same mistakes on yours as they did on mine. They may not admit being wrong - but you will win. Best wishes, Keith
