Does dcbl have powers to clamp my car as they in the pics on their website and on facebook? Or can they take me to the court thanks

Its a ''notice of debt recovery'' which they got instruction from northern parking services for unpaid parking ticket, and it was parking charge notice but on dcbl it dosnt explain the details of the offence and it says is ''unpaid parking ticket, and tonight its going to be 2 weeks before i have to pay 160, otherwise the letter says '' my case being reveiwed for legal recovery''!!! At the back of the letter it says '' this case is not subject to high court or bailiff action'' what can i do , as i got dealine by midnight tonight# thankyou
