I have just received a parking charge notice for going over my time in a retail shopping park by 19 minutes. I live in Scotland, and friends have said that I should not pay this , the notice is not legal as it is not local council. I am a senior citizen and I am totally stressed and cannot afford to pay this. I really need some sound advice
