Halifax credit card and capquest

ok... this is a long and complicated one! involving crapquest and a halifax credit card. A = Debtor (supposed) B = Debtors sister C = B's in - laws OK.. last year A moved away everyone knew A was moving away so it was no surprise , A never lived with B or C . All three lived in different towns. All have different surnames. A hardly went to C house and no one would know anything about A and C relationship apart from those close to them. a few days ago C received a letter from CAPQUEST saying A has an outstanding credit card agreement with halifax and pay XXX now or a collection agent will come around, or ring now and get the discounted rate. The letter had A name on but C address. There is no way A could have access to the house of C, and at the moment it would be physically impossible. There is absolutely no links or connections between A and C at either of the addresses.. and no way that crappyquest would know about the relationship between them or even halifax would not know. how is it that crappyquest have sent a letter out to C in the name of A!??? having done own research no links anywhere. The only conclusion that ive come too.. is someone who has access to C address, opened a card in the name of A, knowing A would not be around!? As C does go away for period of time and leaves the house in the care of others.
