Hi everyone. I've come to this site because today I received a parking charge notice from Excel, for parking in a car park in Chorlton, Manchester. I didn't buy a ticket, due to the fact that I dropped someone off there (there was nowhere to stop on the adjoining roads), then simply circled the car park without stopping until they returned, at which point I left. This whole process took 11 minutes from entry to exit. Now, I'm of the opinion that they can't charge me for parking when I didn't in fact park - I didn't at any point occupy a space. In addition, the photo of my car entering the car park shows almost nothing of the car. I certainly object to paying the charge, but I'd like to know if anyone else thinks I have legal grounds to appeal? Any help would be hugely appreciated.
