RBS have charged me between £20 and£60 per month "referral charge" on top of penalty charges for unpaid direct debits. Can these referral charges be reclaimed?

hello, i've just registered with CAG. today i received copies of my statements for last 6 years from RBS. As well as charging me £30 for each unpaid item there was a "referral charge" of between £20 and £60 at the end of each month. can this referral charge be reclaimed?
