The Right to buy discount legal challenging in final year?

Does anyone have experience of challenging the 20% discount repayment for Right to Buy terms with a local council in the final six months of the five year no move rule.
There is a proviso written in the contract that says in exceptional circumstances they will waive this.
Would anyone know what these exceptional circumstances might be, or if there has been a successful challenge.
I have been told it would be too costly to ask and I would be unsuccessful if I engaged a solicitor to do this hence my post to clarify this would be the case. Thanks in advance.
