Can a liability order be obtained for upcoming year's charges (council tax)?

Hi All
This may be a very stupid question indeed but would like confirmation on this, if possible
My husband and his old flatmate have just been sent a letter (out of the blue) saying a liability order was granted against them for unpaid council tax in June 2003. The council apparently are saying the money owing however is "from the future": May 2003 - May 2004. Is that possible? Can they get a liability order for unpaid future dates? It all sounds very strange. How would they know the future bill would not get paid?
