My Bank did not cancel my debit card when I instructed to!

Hello CAG.
I need some help with a problem i have and would be greatfull for any information.
My Story.
I had a debt letter come in the post, which I contacted.
They told me the they could only appect £140 per month as payment plan.
I told them I have only just started working again. I also said i cant pay that much per month (In reply i got told, if i don't appect this the full amount would be payable) so I went fishing for my debit card and gave details.
I did some reseach about debt law and found that replayments must be something i can afford.
So having this in mind a phoned my bank the week the payment was due (cancelled card on a Monday, Payment to debit company set for the Friday)
I signed into my online banking to check my wages and all was good. Tho I had no access to my funds as the new bank card had yet to arrive.
When i came round to send the money to my partners account i had £140.91 debt card transaction on my account!
I called the bank (RBS) and asked what this was. They told me it was Lovell. Then I asked how they took the money when my card was cancelled 4 days before! / In reply i was told it can take upto 2 3 weeks sometimes for a transaction to be debited. I told the lady I will be calling again once I have spoken to lovell (who took the money)
I called lovell as soon as i ended the call with my bank.
Told them that i want the money back as the repayment plan was not affordable on my wage!
I got told they would set me a payment plan once they asked about my income and outgoings. Plan was made £28 per month.
Why the hell did'nt they do this in the first place ?
I also asked the chap on the phone this, demanded they refund of the difference. they said "The full amount would be payable"
CALL ENDED! as i hung up.
Then I called the bank to complane about the payment coming off a cancelled debit card. "The Card has not been cancelled sir" reply from the bank.
I know dam right I instructed lost and stolen to cancel the card and send me a replacement.
Should the bank refund this as the card should have been cancelled as instructed by me? and, should lovell have asked about my income and outgongs when they were told i cud not afford £140 a month?
I will update my post as and when infomation comes from my bank, they have opened a ticket to some other depatment.
