followed me into traffic

Hi, all.
Can anyone tell me if the following provides a defence to parking tag (parking in no stopping zone).
I parked. Looked up at the signs. They appeared to be contradictory. I left. Almost immediately, I returned to move tha car (out of an abundance of caution).
When I got there, the attendant was in the process of ticketing me. I apologized, got in my car and drove out of the parking lane. The attendant still hadn't affixed the tag to front windshield. I drove into a lane of traffic and, because traffic was heavy, came to a stop.
I drove away only to find later that the attendant had (necessarily followed me into traffic and) affixed the tag under the wiper at the rear of my car.
I thought this was unlawful to do. Does anyone know the regulatio and whether this is so?
I live in Toronto, Canada.
