Can anyone help?

I have received a letter from a bailiff regarding none payment of council tax.I have just contacted Manchester Council and talked to a very helpfull gentleman (yea right)and he said that I can not make any offer of payment other than payment in full.This bill relates to the year 2000 / 2001 when I ran a pub as a manager. the first bill was sent to my current address in september 06!!! and as I did not respond they sent it direct to the bailiffs.Any ideas anyone???????
