Sent a letter to my MP who sent it on to Ed Balls and I got the standard reply. Thing is I'm not bothered by this, fairplay to the man template letter template response but there is something of interest which I only noticed on the second reading.

One para (early on which seems unrelated) says

"In 2004, the Chancellor asked the Office of Fair Trading to establish a Payments Systems Taskforce, made up of the industry, business and consumer representatives. As a result of the work of this body, banks have delivered concrete results on faster electronic payments and cheques. this will benefit consumers and businesses, reducing the uncertainty around clearing times that may cause people to unintentionally exceed thier overdraft limit and incur penalty charges."

so there you have it the Treasury refers to these charges as penalty, it is THAT much a part of everyday life. I'm going to write back and highlight this fact. Any other suggestions what I should put in?
