NTO - not received!

I have a small problem with an NTO I didnt receive...kind of and I'm looking for some advice.

 

 

Okay, so I have a few parking tickets that are going through the system and eventually should be going to NPAS. Basically I'mcontesting the tickets on two grounds:

 

1: that the tickets cant be afixed to my car securely as there is no adhesive...the ticket fell off my dashboard...i was lost in my car.

 

2: (possible the real reason for contesting the ticket) That the NTO didnt comply with RTA 1991 - bascially the NTO doesnt have any mention of NPAS or any right to make representation to any high authority/body.

 

Now, for one of the tickets I copped I received and NTO, addressed to me at no.14 not at my given address no. 17.

 

I was sent a reminder saying that I have 14 days to pay up 90 sovs as per RTA1991 because I hadnt responded to the NTO.

 

 

Now, how do I play this, basically, its plainly obvious I'm heavily relaint on that NTO being issused so I can fill it in and strike it out. But they have made a mistak with the address....so, how can I defend that? Do I say I had it and they got it wrong, or can I ask them to issue it again asI suspect that they sent it to the wrong address?

 

Is there any provision in a Human rights act that can force them to allow me to take it to NPAS without the NTO?

 

 

Any guidance or advice greatly apprecaited!
