I've received a notice to keeper/charge notice today (17/03/22) for vehicle stopping at Bristol airport 4 months ago. Reason for the delay being the vehicle hadn't long been purchased so previous keeper was in the process of changing log book over with the dvla. Still, seems like a long time to get correct details and send. Is there a time-limit on these things please?

Welcome to the Forum.

There is a time limit but all the lateness means is that if the driver doesn't pay the amount allegedly due, it cannot now be transferred to be paid by the keeper. However  in your case that doesn't matter since the PCN was issued at an airport which under the Protection of Freedom Act 2012 means that as the land is subject to Bye Laws the alleged debt cannot be transferred to the keeper anyway.

Please do not appeal as you may reveal who the driver was whilst appealing and there are many reasons why even the driver is not liable to pay either. to help us find out what mistakes they may have made initially could you please fill out the questions below.
