I hope someone can help.


We shop at Lidl regularly, but on this occasion did not shop at Lidl.


We thought parking was for 2 hours, now realise it is 90 minutes, so we over stayed. The location on Google Maps is here Lidl Google Maps location and the signs I have taken from Google maps is here Signage.


I am reading the CEO of Lidl is increasing referring back to Parking Eye, and wonder what else I can do.


Date of the infringement 17/02/2022


2 Date on the NTK [this must have been received within 14 days from the 'offence' date] 26/02/2022

3 Date received 28/02/2022

4 Does the NTK mention schedule 4 of The Protections of Freedoms Act 2012? [Y/N?] Yes

5 Is there any photographic evidence of the event? Yes

6 Have you appealed? [Y/N?] post up your appeal]


Have you had a response? [Y/N?] post it up N/A

7 Who is the parking company? Parking Eye


8. Where exactly [carpark name and town] Lidl, Morden

For either option, does it say which appeals body they operate under. BPA

please don't hit Quote...just type we know what we said earlier..

DCA's view debtors as suckers, marks and mugs

NO DCA has ANY legal powers whatsoever on ANY debt no matter what it's Type

and they

are NOT and can NEVER  be BAILIFFS. even if a debt has been to court..

If everyone stopped blindly paying DCA's Tomorrow, their industry would collapse overnight...

The NTK is not compliant for two reasons. 

1] Under Pofa Schedule 4 s9 [f] the wording says "(f)warn the keeper that if, after the period of 28 days beginning with the day after that on which the notice is given—" ie the 29th day. Whereas PE say 29 days  after the PCN was issued which is the 28th day.

2] using the new CoP  PE do not have a period of parking included in their  NTK.  They do have a time on entering and leaving the car park but according to the new CoP that is not parking.


So PE cannot transfer the liability for the driver to the keeper. It is important therefore not to disclose who the driver was by saying "I did something " rather than "the driver did something"


I think as far as appealing to the CEO Lidl you could try pointing out that PE are failing to take into account the new CoP . I am thinking of charging more than the stated amount on their signs which have been described as a rip off by he government. PE don't always do it though I have seen the extra charges when DCBL  are their legals so you might have to wait till you see if they are overcharging you and Lidl's customers too of course.

A year or so ago we had a great run of victories in Lidl car parks as e-mails to the CEO  [email protected]  immediately led to Lidl calling their dogs off.


Then as you've researched all of a sudden Lidl's attitude flipped and they started to refuse to do anything.


You might as well have a go though, lay it on thick about being a regular customer, attach evidence of bank statement/receipts - nothing ventured ...
