When I was there Terminal 3 had quite a few prominent signs advising of the new charge. The good thing is that the signs also state that the airport is covered by Bye Laws and the Road Traffic Act so PoFA cannot apply. This is confirmed by  the PCN which is not PoFA compliant-it doesn't even mention that the liability can be transferred from the driver to the keeper.

 

Thus you must not reveal who was driving.
