As it's Excel you will receive a PCN.  Whether it comes from Excel or VCS could be interesting. Either way it is an unethical method of working. As they were able to put a privacy notice on your vehicle they could and should have put on a PCN. 

However had they done that, they would have had to wait 28 days perhaps for the driver to pay. 

This way they can send out a PCN within 14 days and hopefully get paid a couple of weeks earlier.

what is your issue

read upload guide carefully

 

scan to a jpg (picture file) using a scanner or your mobile phone picture

 

EDIT the photo to block out YOUR personal details and any ref/reg/PCN numbers in the scans or down the margins in little writing. 

basically you must remove anything tHEY can use to identify YOU HERE on CAG as you must remain anonymous .

 

then covert the pics (jpg files) tp PDF using the online sites mentioned in upload
